Terms of Reference (ToR) for Engagement of Manpower Resources in the Policy Implementation Unit (PIU)
The Department of Industries, U.T. Chandigarh, invites applications to fill two (02) vacancies on a contractual basis for the Policy Implementation Unit (PIU). The contract will be for an initial period of 24 months, with the possibility of extension based on departmental requirements.
Vacancy Details:
1. Industrial Advisor cum Team Leader (IATL)
Number of Vacancies: 01
Broad Role & Responsibilities:
- Lead the Policy/Project Implementation Unit.
- Oversee the management of all schemes and programs implemented by the Department.
- Provide strategic guidance for the development of industries in U.T. Chandigarh.
- Analyze Government of India schemes and develop industrial plans aligned with them.
- Conduct research and benchmarking of policies implemented in other Indian states.
- Develop and operationalize departmental strategic plans.
Essential Qualifications:
- Education: Master’s degree in Science and Technology, Engineering, Economics, Business Administration, CFA, or an equivalent qualification from an accredited university with at least 55% marks.
- Experience: At least 7 years in advising industries, investment promotion, regulatory simplification, industrial infrastructure development, and working with government agencies. Experience in managing and leading government programs and schemes is preferred.
Remuneration: ₹1,50,000/- per month.

2. Consultant (Technology)
Number of Vacancies: 01
Broad Role & Responsibilities:
- Assess IT needs and provide technology solutions.
- Manage the development of portals and digital services.
- Collaborate with the National Information Centre (NIC) for software and IT projects.
- Suggest and implement digital solutions for process re-engineering.
- Oversee technology interventions in all departmental projects.
Essential Qualifications:
- Education: B.Tech/M.Tech in Computer Science, Software Engineering, IT, or MCA from a reputed institute with at least 55% marks.
- Experience: At least 4 years in system analysis, database management, web portal development, and experience working on government projects.
Remuneration: ₹1,00,000/- per month.

Mode of Recruitment:
The recruitment process includes:
- Submission of applications by eligible candidates.
- Screening of applications.
- Issuance of admit cards to eligible candidates.
- Conducting a written examination.
- Shortlisting candidates based on merit and issuing interview notices.
- Conducting interviews by an inter-departmental Selection Committee.
- Final selection based on a combined score from the written test and interview.
- Results will be declared on the Chandigarh Administration website and communicated to selected candidates.

Terms of Engagement:
- Appointments will be made on a contract basis for 24 months, with the possibility of extension based on departmental needs and satisfactory performance.
- Broad roles and responsibilities mentioned are indicative, and the Department reserves the right to assign additional tasks as needed.
- If a selected candidate wishes to terminate the contract before completion, they must provide one month’s notice and pay an amount equal to two months of remuneration.
- The Department reserves the right to extend timelines, modify eligibility criteria, or cancel the recruitment process without prior notice.
- No TA/DA will be provided for any stage of the selection process.
